ExxonMobil Corporation plans to build onshore facilities in October 2017

A source from Dung Quat Economic Zone and Provincial Industrial Park Authority (the Authority) said that Mr. Le Han Phong, Deputy Head of the Authority has received representatives of ExxonMobil Corporation led by Mrs. Patty Graham about the Blue Whale Gas Project.

​Madam Patty Graham thanked the Authority leaders for their favorable conditions and focused support to the Corporation in the process of survey, research and implementation of the project.

She said that after the signing of the project development framework agreement and the sale contract with Petrovietnam Exploration Production Corporation (PVEP), the Vietnam Oil and Gas Corporation (PVN). ExxonMobil Corporation has carried out preliminary design and overall design of the project, with the aim of achieving the first gas flow by the end of 2023.

In addition, the ExxonMobil Corporation has conducted site survey and dry-season soil sampling for the preparation of Environment Impact Assessment (EIA) report.

Ms. Patty Graham requested the Authorityto continually create favorable conditions for the ExxonMobil Corporation to prepare the necessary conditions.

​She said that at first the Authority would help the Corporation carry out jobs: studying soil sampling in the rainy season; providing planning information for geological survey, pipeline installation design.

If works are implemented smoothly, the Corporation will build onshore facilities in October 2017, she added.

Mr. Le Han Phong said that the management would create favorable conditions and support for Exxon Mobil to deploy the project soon.

The Authority will direct the specialized departments and units to create favorable conditions for the consultancy unit of the Research Group, survey and make EIA report and research pipeline location.

It is known that the Blue Whale Gas Field can be recovered on the premises approximately 150 billion m3, 3 times of LanTay and Lan Do Fields belonging to Nam Con Son Gas Project, the largest one in Vietnam at the present time.

The Project will be made by US Exxon Mobil Corporation as operator. Exxon Mobil Corporation will invest 1 wellhead platform to handle offshore water separator. 2 underground mining clusters, each cluster has four exploitation wells and a pipeline of approximately 88km connected to Chu Lai coastline.

Recently, the Ministry of Industry and Commerce has issued a decision approving the planning of construction sites of the Central Gas Center.

Accordingly, the gas processing plant is planned in the eastern area of ​​Chu Lai Open Economic Zone, Tam Quang commune (Nui Thanh district, Quang Nam province) with an area of ​​230.7 ha.

Chu Lai Gas-fired Power Plants are planned in the South East of Chu Lai Economic Zone, in Tam Quang commune (Nui Thanh district) with an area of ​​117.7 ha.

Dung Quat Gas-firedPower Plant is planned in the North West of Dung Quat Economic Zone, Binh Thanh Commue (Binh Son District) with the area of ​​85.9 ha, total investment capital over $ 1.7 billion.

It is planned to have an initial capacity of about 1,500 MW, consisting of two combined cycle gas turbine plants. Each plant is expected to have the capacity of 750MW with modern technology.

In particular, Sembcorp registered to invest inthe 750MW-plant, EVN registered to invest in the rest plant. Currently, Sembcorp is preparing FS and is expected to complete in 2017.
