Signing an agreement on building Ninh Thuan 1 Nuclear Power Plant

On July 30, 2015, ASE – NIAEP Conjugate Company under Russian National Atomic Energy Corporation (Rosatom) and Electricity of Vietnam (EVN) signed a Framework Agreement for implementing construction of the first stage of Ninh Thuan 1 NPP with the two units by 1,200MW each.

"That the Agreement signed at the first meeting of Russia - Vietnam Joint Working Group on the Ninh Thuan 1 NPP is an important step for building the first NPP in Vietnam. We and Vietnamese partner believe that NPP built by Russia will be the most modern power plant in Vietnam and meet all international requirements for safety and quality”, General Director of ASE-NIAEP stated.

Regarding the Ninh Thuan NPPs, recently, on July 16, in Vinh Hai commune, Ninh Hai district and Phuoc Dinh commune, Thuan Nam district, Ninh Thuan Provincial People Committee and EVN held a ceremony to announce Decision No. 6070 / QD-BTC of MoIT on adjusting sites of Ninh Thuan 1 and Ninh Thuan 2 NPPs.

According to the Decision, the new site of Ninh Thuan 1 NPP in Vinh Truong village, Phuoc Dinh commune is extended to the Southwest backwards to mainland for 400 meters from the old site approved in 2010. The total using area of the project is 443.11 ha on the mainland and 440.57 ha on the sea.

Ninh Thuan 1 NPP includes 4 reactors with a 1000 – 1200 MW installed capacity each, developed by two stages with 2 reactors in a stage. The foundation level of the project is anticipated as +12 (12 m above the sea level by the National Altitude System), and the last value will be exacted in approved Investment Project.

The new site of Ninh Thuan 2 NPP in Thai An village, Vinh Hai commune is expanded to the Southwest and backwards to mainland for 285 – 395 m in comparison with the old site approved in 2010. The total using area of the project is 380.91 ha on mainland and 377.63 ha on the sea. Ninh Thuan 2 NPP also includes 4 reactors with a 1000 – 1200 MW installed capacity each, developed by two stages with 2 reactors in a stage.

The foundation level of the project is anticipated as +15, and the last value will be exacted in approved Investment Project.

According to Mr. Le Tuan Phong, Deputy Director General of the General Department of Energy (MoIT), the new construction site planning of Ninh Thuan 1 and Ninh Thuan 2 NPPs was promulgated on 20/7/2010 as a result of government directing concerning ministries, institutions and consultants to bring forward the safe designing options, check all the geological and topographic… parameters with a goal to guarantee the safety at a highest level when building Ninh Thuan NPPs, after 2011 tsunami caused a serious problem of radioactive leak at the Fukushima NPP in Japan.
