Commissioning Vung Ang 1 Thermal Power Plant Project

On July 2, 2015 the State Council for commissioning buldings already carried out to inspect and check before acceptance Vung Ang 1 Thermal Power Plant (TPP).

According to the report of Vietnam Oil and Gas Group (PVN), the Project Investor, up to now, the main works of Vung Ang 1 TPP: from the design, equipment procurement, construction and installation to the test-run have been basically completed for the two units (2x600MW).

Design of the project met the technical requirements and agreed the commitments in the EPC contract. The equipment procurement was closely checked. Construction, installation and check before acceptance works met requirements of the regulations of the State and EPC contract.

Recent time, the Commissioning Councils at grassroots level already conducted 71 turns for inspection at shifting stage commissioning the main items of the project. The State Council for commissioning buildings assesses the quality of construction also carried out the periodic and unforeseen checks for quality management and quality of the project works, and gave the timely assessments and recommendations. All the suggestions of the State Council had been promptly checked and timely overcome by the Project Management Board, General Contractor and Subcontractors

On test running, Lilama General Contractor has completed the correction and all tests for both units in accordance with the requirements of the Contract and regulations of National Technical Standards.

In parallel with the process of reliable running, measuring efficiency of the units showed that the whole of parameters, especially the indexes of fine generation capacity and fine thermal consumption are better than those in EPC Contract.

The unit No1 and common use items (except the coal transport system) was accepted by a Commissioning Council at grassroots level and the parties agreed to put into commercial operation since December 31, 2014, after completing a successful first 15-day reliable running.

General contractor is performing the necessary modifications and plans to carry out two tests of load discharge and load discharge test to self-use from July 6 to 12, 2015. Warranty business has also been started since the handover for the commercial operation. Unit No.1 has been fully accepted and put into commercial operation since 31/12/2014 and issued a conditional handover Certificate.

Unit No.2 has been checked before acceptance by a Commissioning Council at grassroots level and put into commercial operation since 15h00 of May 12, 2015 after completing a successful first 15-day reliable running.

Coal transportation system has been also handed over with the unit No.2, except the coal unloading machine No.1 due to running not yet at full designed capacity. Currently, all the tests for the unit have been completed. General contractor is carrying out to deal with the last shortcomings and warranty.

On the basis of the reports of the Investor and EPC General Contractor; Technical assesses of the expert group, viewpoints of the Council’s members, The State Council for commissioning buildings assesses the quality of construction has evaluated the quality of project to meet the technical requirements of Project Design and commitments in EPC Contract.

The State Council has formally cheked before acceptance the plant in order to prepare for the official commercial power generation process and suggests the related sides to rapidly complete all the procedures for the Vung Ang 1 Thermal Power Plant to be officially operated as planned.
